Are the Authorities Doing Enough for BIM

BIM has been around for sometime and is hailed as the next thing for the CAD industry. The authorities major government related companies like BCA, HDB, Surbana have long supported the BIM move. It's been about a decade since BCA first mooted the idea of paperless drawing
submission via BIM. Several initiatives, grants and subsidies had been carried out to encourage the market to move to BIM. Currently, BCA is giving a one off SGD300 for every purchase of a BIM software (like Revit) upon completion of the software plus the e-plan-check training modules. Is that enough to move most companies to seriously move to BIM now?
